Rules & Regulations of this Newsletter:

The purpose of this newsletter is to keep residents informed of what is going on in their community. It is printed on a bi-monthly basis by the Selectmen’s Office Staff. Articles submitted by Town Boards are not edited by the Select Board or Office Administrator. Outside organizations are allowed to submit articles of no longer than one column length. These articles are to be factual and will not be printed if they contain any political format, forum, or communication. We welcome reader input and hope you enjoy reading the Newsletter.

Selectmen’ s Office:

            Welcome to new Town Hall Office Clerk Jenn Goewey.

            We are seeking someone interested in serving the Town as the representative to Berkshire Regional Transit Authority. That is the group that runs the B Bus service in other areas of Berkshire County. They currently do not service Egremont, but all Towns in Berkshire County are supposed to have representation on the Authority. Please contact Town Hall if you might like to serve.

            The town is in need of a School Crossing Guard for the South Egremont School. The job entails 2 hours per day - one hour in the morning when school starts and one hour in the afternoon when school ends. This is a paid position, and is an all weather job. Please contact Town Hall if you are interested.

            Do you remember the old Firemen’s Carnival in North Egremont that was just written about in a recent Berkshire Record? Do you have, or know someone who might have, pictures of the event? If so please contact James Reynolds at 413-528-4113 or via email at wishful@bcn.net.  

            The Selectmen have tentatively set October 24 as the date for a fall Saturday Board meeting at the North Egremont Fire Station. Watch for confirmed information.

            Seasonal flu clinic tentatively scheduled for Tuesday, October 20 1pm - 3pm at the North Egremont Fire Station. Watch for posters with more information.

 

Cultural Council:

            Do you have an idea for a community-oriented arts, humanities or science event? Your Alford-Egremont Cultural Council is ready to help you. The Council receives funds from the Massachusetts state legislature to support a variety of artistic projects and activities including exhibits, workshops, lectures, short-term artist residencies or performances in schools, and festivals. The Council also supports proposals from schools and youth groups through the PASS Program, which provides subsidies for school-age children to attend cultural field trips. This year, the Alford-Egremont Cultural Council will distribute about $7,000 in grants. Previously funded projects include: Egremont-on-Parade, Egremont Movie Night, lectures at the Alford Library, art workshops and many more. Library Building Committee:

          Architect Ken Best has presented his final schematic design to the Egremont Free Library Building Committee for our proposed new and improved building. The mock up of the building is on display in the library. Please come into the library to view the plans and pick up an informational brochure. The library hours are from 2:00 – 6:00 on Mondays, Tuesdays and Thursdays and from 9:00 – 12:00 on Saturdays.

            We are still planning to hold an informational community workshop in the fall. Watch for the date!

            The committee will be meeting on September 10th at 5:00PM at the Town Hall. As always the public is invited to attend.

 

Assessors:

Real Estate Statutory Exemptions - Some of you have received Real Estate Statutory Exemption applications in the mail. These applications are required to be submitted annually, and we request that we receive your completed application by October 1, 2009. The following are the exemption categories:

                      Senior

                      Surviving Spouse or Minor

                      Veteran

                      Blind

Chapter Land: Forest, Agricultural/ Horticultural and Recreational -

            The forest, agricultural/horticultural and recreational classification programs under Massachusetts General Laws, Chapters 61, 61A and 61B respectively, are designed to encourage the preservation, enhancement and active productive use of the Commonwealth’s forests, valuable farmland and open space.

            Applications have been mailed out to those Egremont residents who currently have such status or have requested information from us during the past year. The deadline for submitting those applications, and accompanying documentation, is October 1, 2009.

            If you fall into any of the above Exemption categories, or if you believe your property might qualify for any of the Chapter classifications, and have not received an application, please contact us at 528-0182, Ext 14 and leave a message with your name, address and phone number, and we will get one out to you immediately. You can also pick one up at Town Hall during our office hours, or anytime outside the Assessor’s Office.


            Explanations of each Exemption and Chapter category, including who would qualify, are available in the Assessor’s Office during office hours and also outside the Assessor’s Office.

            The Board of Assessors meet every Tuesday and Thursday morning from 9am to 12noon or by appointment.

 

Eco-tip #2

Beware the Phantom! Phantom energy users that is. Things like cell phone charges, laptops and even your electric toothbrush use energy when you are not using them. Save energy and money by either unplugging them when they have finished charging or use a power strip and turn the power off when not in use.

 

Fire Department:

            The Egremont Volunteer Fire Department is in need of volunteers. All welcome. Please contact Fire Chief Bill Turner at 413-528-3464 if interested. Members receive a nominal yearly fee for their volunteering as well as a sense of community spirit.

 

Transfer Station:

            The small screw-on propane tanks cannot be taken at our Transfer Station. Please return them to where you bought them.

            We are now accepting rechargeable batteries of any kind at the Transfer Station.

            It is okay to include paper clips, staples, plastic envelope windows, self-stick labels, and spiral notebooks with your paper. Do not include candy wrappers, envelopes with bubble wrap, paper towels, napkins and tissues, paper cups or plates, Tyvek mailing envelopes, label backings and photographs. Do include all boxes, brochures and fliers, file folders and manila envelopes, mail, magazines, catalogues, newspapers and inserts, shredded paper in closed paper bags, metal spiral notebooks and writing tablets, telephone books and cardboard boxes.

            Containers include glass bottles/jars, only clear, green or brown, less than 2 gallons - labels, lids, neck rings etc can be left on. Aluminum, tin/steel cans and lids, and aluminum foil with labels are ok. Milk & juice cartons (tent top), drink boxes with straws and caps removed and flattened are accepted. Plastic bottles, jars, and tubs with caps, lids, pumps, and wraps removed are accepted. Labels and detergent spouts may be left on. Rinse all containers.

            No light bulbs, window or auto glass, dishes, glasses, Pyrex, ceramics or broken glass. No paint or aerosol cans or other metal objects. No plastic bags, containers over 2 gallons, motor oil jugs, chemical or Styrofoam containers or flower pots.

Egremont Agricultural Commission:

            The Egremont Agricultural Commission is ready to move ahead with the printing of a brochure that depicts the importance of agriculture in Egremont as detailed to you in the last Egremont Newsletter. In that newsletter article we requested donations toward this project since our FY 10 budget was insufficient to cover the cost of printing.

Did you know that besides the obvious things like newspaper, magazines and copy paper things like cereal and toiletries boxes, file folders and telephone books can be recycled in the paper bin at our Transfer Station? Go to www.massrecyclespaper.org for the full list and cut the amount of garbage that is taken to landfills or burned.

 

Conservation Commission:

            When and how a property owner should contact the Conservation Commission is not as confusing as it may seem. All it takes is an understanding of the alphabet soup of basic terms: RDA, WPA, BVW, DOA, NOI, and OOC.

RDA, or Request for Determination of Applicability, is a simple, fast and inexpensive method to determine whether a project area is subject to regulation under the Wetlands Protection Act (WPA). It does require a hearing which is posted in the newspaper (your only fee is to pay for that and a small fee to DEP or Department of Environmental Protection.) The Commission must issue a response within 21 days after closing the hearing. Hearings can be continued from one meeting to the next depending on information needed.

            The Commission may issue a “negative DOA”, or Determination of Applicability with the standard 18 OCC, or Order of Conditions, plus additional ones the Commission deems necessary. In these cases, it is obvious that compliance with these simple conditions will protect a resource area. So, in the case “negative” is good.

            The determining factor is the extent to which the proposed project will impact the resource area and its “BVW”, or Bordering Vegetative Wetlands. Depending on the recourse area. So, in this case “negative” is good.

            If a “positive DOA” is issued, the applicant is required to submit a “NOI”, or Notice of Intent. The purpose of a NOI is to provide the Commission with information to determine whether the project should go forward, i.e whether it can be conditioned to prevent adverse impact on resource areas (e.g. wetlands, river banks, vernal pools, etc.)

            An NOI requires: a posted hearing; notification of abutters; payment of fees to the town and DEP (fees are determined by the proposed extent of impact). Once the hearing is closed (generally, NOI’s require more continuations than RDS’s), the Commission must issue the OOC, or Order of Conditions, within 21 days.

            For either RDA or NOI, there is a ten working day period to allow for appeals, and review by DEP which can superceded the local commission findings. No work at the site can begin before this period expires. If there is an appeal or a superceding order, work can happen, but at the risk of the applicant depending on the result.

            All of this is about the protection of wetlands which are determined by more than how wet the land is. Type of soil and the presence of certain flora and fauna are also involved. A property owner can come to a commission meeting (7pm, second and fourth Thursdays at Town Hall) to ask what will be required, RDA or NOI. The Commission asks that you come prepared with site plans, photos, and any reports you’ve received from biologists, engineers, architects, etc.

            Failure to do so can result in an “Enforcement Order” - but that’s a subject for another article!

 

Building Commissioner:

            Greetings from the building department. 780 CMR [Massachusetts State Building Code] chapter 106.5 requires certain buildings and structures to have periodic inspections in accordance with table 106, and also states, a building or structure shall not be occupied or continue to be occupied without the posting of a valid certificate of inspection where required by table 106. The following is a partial list of the use groups mentioned in table 106. Assembly [A] A-2 include but are not limited to Banquet halls, Night clubs, Restaurants, Taverns and bars. A-3 include but are not limited to: Art galleries, Churches, Community halls, Dance halls, Exhibition halls, Lecture halls, Libraries. Educational and Day Care [E]. Residential [R] R-1 include but are not limited to: Hotels, motels, lodging houses, bed and breakfasts, dormitories, etc. R-2 Multi family. R-3 or R-4 Residential Special Occupancy, Group residence. R-5 Residential Special Occupancy, Limited Group Residence. If you have a building with one or more of the uses listed here, or if you have any questions please contact the Building Department at 528-0182 X 13 or stop in at the town hall Tuesday afternoons from 12:30 to 3:30 PM.

 

Board of Health:

            H1N1 Flu Virus Federal, state and local public health agencies are all making preparations for the H1N1 virus for the upcoming flu season. Details of the H1N1 vaccine are still being worked out and it is unclear at the writing of this article when the vaccine will be distributed, who will administer it and if a certain group of people will be on a priority list to receive it. Most seasonal flu viruses affect the elderly and they are the ones who usually receive a seasonal flu shot. The H1N1 is different in that it seems to affect pregnant women and young adults. That is why two separate vaccines may be issued this year - one for regular seasonal flu and a separate one specifically for the H1N1. It is important that you stay informed and check with your physician whether it is felt you should receive the H1N1 vaccine and who and where will it be administered.

As with all flu the best way to avoid contacting it is by adhering to a few simple preventative steps. You’ve heard these steps before but they are worth repeating and following.

·   Wash your hands frequently and avoid touching your eyes, nose and mouth which are the areas the flu virus can enter your body

·   Practice proper sneezing and coughing etiquette by covering your mouth with your arm

·   If you have flu-like symptoms avoid contact with other people by staying home from work, school or social gatherings.

            Appointment of New Director Last June Board of Health members Tom Carpenite, Nancy DuVall and Sandra Martin appointed Juliette Haas director of the department. As many of you know Juliette has worked for the BoH for the past six years as clerk and project administrator. Now in addition to serving the town with her regular duties Juliette will be department head and responsible for office operations and future project development. Her office hours remain the same (Monday, Wednesday, Thursday 8:00 – 1:00 and Tuesday 8:00 - 2:30) and is as always available as primary contact person to provide assistance to our citizens.

 

Green Committee:

            The Green Committee is very pleased to announce the launching of an exciting new program called The Greener Egremont Business Initiative. Its aim is to reward our fine Egremont businesses for their commitment to green practices and their concern for a sustainable future for us all.

            Egremont business owners will soon receive an introduction letter explaining the project along with a list of 20 green tasks that can be employed in their business operations. These tasks range from simple things many of us already partake in (recycling, installation of compact fluorescent light bulbs, etc.) to the more complex (anti-idling signage in front of their facility, car pooling incentives for their employees, etc.). If their business follows only 7 of these green tasks they become a green business. Not only will their business receive an award certificate to display their “greenness” they will be acknowledged by the Board of Selectmen and will be included in a major press campaign.

            The letter is scheduled to go out to business owners the first week of September. If for some reason you have a business in Egremont and did not receive a letter please feel free to contact Juliette Haas at 528-2028 and she will send you an information package.

            The Green Committee applauds all of those in our community, residents and business owners alike, who take the time and effort to employee green tasks in your daily lives. When you do you are not only saving resources, conserving energy and saving money in the process you are making the important statement that you care for the future of the planet. Hooray for you!

            Save the date The Green Committee will be hosting a film night on October 22 at the North Egremont Fire House. Join us at 7:00 p.m. for a screening of the powerful 45- minute film The Story of Stuff. Admission is free and plenty of delicious refreshments will be served. Bring your own coffee cup and you’ll receive a double portion of homemade Egremont apple crisp!

 

Route 41 Bride Repair about to begin:

             On August 24th there was a pre-construction meeting regarding the Rt 41 Bridge repair. We have waited many years for this meeting to occur. It seems that repairs will begin shortly and we want to make all of our citizens aware of the coming events and probable inconveniences.

            Preparations are about to begin and you will see various highway and utilities personnel and contractors around the Rt 41 bridge and the blinker. A temporary traffic light is planned and there will be police available for traffic safety during the construction process (utilizing state funds). A temporary dam is planned, but there will be no change in water flow either upstream or down. During construction there will always be one lane open. The change from two lanes to one lane will probably occur in the next couple of months. It will be left wide enough for our highway department to drive plows over and for emergency and fire equipment to cross. In case of an emergency the fire trucks will be equipped with transponders to control the traffic lights when necessary. All environmental and conservation measures have been addressed.

            The job is scheduled for completion in November, 2011. Obviously there will be some inconvenience to our residents that rely on the Rt 41 bridge. We hope that the inconvenience will be minimal and appreciate everyone’s patience during the construction process. If you have further questions please give the Town Hall a call (528-0182) and we will gladly respond. A safer and secure bridge has been a long time coming, and in a year or so the inconvenience will be behind us.

 

Music Man at French Park:

            On the evening of August 14, 2009, Meredith Willson’s Music Man was shown at French Park, sponsored by the Alford-Egremont Cultural Council. The weather was beautiful and the audience thoroughly enjoyed the film.

            At the conclusion of the film, an appreciative audience gave a round of applause for the film that personified life in small town America at the turn of the twentieth century. After the movie was over the film goers made their way to their cars through the starry night humming “Sixty-Six Trombones.”

            In 2005, the Music Man was selected for preservation in the United States Film Registry by the Library of Congress as being “culturally, historically, and aesthetically significant.”

            The Music Man won five Academy Award nominations and won the Academy Award for the Best Musical Score in 1962.

 

3rd Annual Lecture on Berkshire Gardens:


            On Friday, Sept. 25, learn how a green living space and gardens with native plants were created at the 3rd Annual Lecture on Berkshire Gardens presented by the Egremont Garden Club. A joint presentation will be made first by Mari Andrejco, professional actress and gardener, and Nathan Smith, a published poet, who will discuss how they envisioned and built Moon Cottage from environmentally friendly materials. Then, Pam and Bob Peacock, long time residents of Egremont, will describe their challenge to become experts on gardening with native plants on rocky ledges. Slides of the homes and gardens will illustrate the two aspects of the presentation.

            The Egremont Garden Club welcomes all Berkshire residents and friends to their fall series. The presentation will be held at the Bushnell-Sage Library Meeting Room in Sheffield, MA at 2 p.m. Refreshments will be served, and a raffle highlighted by the book Armitages Native Plants for North American Gardens and organic items will be held. A donation of $10 is asked with proceeds to go to the clubs community beautification work.

Leonard H. Lempert:

It is with great sadness that we report the death of Leonard H. Lempert, a very well-known resident of North Egremont who died on July 29, 2009 after a short illness. Len and his wife Charlotte lived in a house they built in 1960 at 190 Baldwin Hill North. Charlotte died in 2003 after a very long illness.

 

Len was the Egremont Administrative Assistant from 1993-97 and Moderator from 1983-93 and worked on numerous committees and town organizations for many years. His area of expertise was financial analysis and reporting. For over 40 years he was a member of the First Church of Christ, Scientist, Great Barrington, and on many occasions held the post of First Reader.

As Len was a regular morning visitor over the years at the Old Egremont Store in North Egremont and a regular reader at the 9/11 Memorial Service held at the monument in front of the store a Remembrance of Len will be combined with the annual 9/11 Memorial Service to be held on that date at 9 A.M. in front of the store.

Please attend the 9/11 Memorial and say your goodbyes to a good friend and neighbor who was always happy to see and greet us all.

ODE TO A PRETTY GIRL

The aging heart my lovely dear

Still holds some warmth from yesteryear

And while it hides where you can’t see

It sometimes cries for what might be.

 

If we could but fly on fanciful wings

On some enchanted day,

T’would be to where the winds of time

might blow the years away.

 

And there again so young and fair

To hold your hand and heart

And say the things that lovers say

Nor fear to ever part.

 

Or together take the Dreamland coach

That runs eternally,

For all who find the one great love,

Could that be you or me?

 

But, no the road laid out by Fate

Guides the coachman to the station

Where you’ll find the name above the gate

It’s called, “Imagination”.
